My parents are 68 but do not qualify for Medicare. Are they able to get a plan from the Marketplace?

Yes. Because they are not enrolled in Medicare, they are able to purchase a plan from the Marketplace.

Because they do not qualify for premium free Part A coverage they are able to recieve both CSR and PTC subsidies based on their income.
